Michel Fragasso brings extensive experience in finance, business development, and public affairs. In 1991, he founded Concorde Financial Group, which later evolved into Northwest Mutual Funds and Investia Financial Services.
In 1998, at the request of the Caisse de dépôt et placement du Québec (CDPQ), he established and managed a subsidiary specializing in financial products, which he operated until 2004. Early in his career, upon graduating from university, he demonstrated strong entrepreneurial initiative by founding a company in the income tax preparation sector, acting as a subcontractor for numerous credit unions in the Québec City region starting in 1976.
Recognized for his consensus-building abilities, Mr. Fragasso played a key role in the development of the investment fund industry in Québec. He founded the Québec Investment Fund Council (QIFC) in 1998, was elected Chairman of the Investment Funds Institute of Canada (IFIC) in 2004, and secured international support from the International Investment Funds Association (IIFA) to establish a support office in Montréal, where he served as the first Chairman of the Board.
In 1987, he was elected to the Board of the Fédération des caisses populaires Desjardins de Québec. He later became Director of the Cooperation and Communications Division in 1989. Prior to this, he served as a political advisor to the Québec Minister of Revenue.
Mr. Fragasso has a strong passion for history and genealogy, where he has developed recognized expertise in research and onomastics. He served as President of the Société de généalogie de Québec (SGQ) and is now a Governor. He also founded the Genealogy Council of the Fédération des sociétés d’histoire du Québec, which later became the Fédération québécoise des sociétés de généalogie (FQSG), of which he is a co-founder. He was president of the “Société historique du Marigot” in the city of Longueuil where he was co-author of the book “Longueuil, un avenir prometteur” in 2025.
He has also contributed to academia as a lecturer and instructor, teaching at Limoilou, François-Xavier-Garneau, Sainte-Foy, and Lévis-Lauzon colleges, as well as at Université Laval. He has authored numerous articles and delivered conferences across North America and internationally.
